give me the low down
A quick ? We are looking for the perfect small town..like from the show "the Gilmore Girls" Houses with big front porches and a nice small downtown. Good schools and low housing costs, outside of a bigger town for amenties.We have been told to look around Madison, Social Circle? We have been doing a bit of investigating just outside of atlanta and athens for poss. work opp. My  husband is in construction. I hope you can help..does this sound like something Georgia has? and where. We do not like the big towns just want to be within about 20min. from one for things to do with the kids.

Madison and Social Circle are in the vicinity of Hard Labor Creek State Park.
Georgia State Parks - Hard Labor Creek State Park
You might want to consider Loganville and Dacula.

Warning, though - construction has virtually stopped here. There are some projects that were ongoing and are finishing up, but things here are basically like everywhere else in that category.

Hello!
The Metro Atlanta area has exactly what you are looking for in its outer edges.
I recommend that you look within the city limits of the following towns:
1. Cartersville*
2. Social Circle*
3. Buford*
4. Carrollton*
5. Bremen
6. Gainesville
7. Commerce
8. Jefferson
Each of the aformentioned towns has their own separate school system and a small-town atmosphere. They are all also in the outer reaches of Metro Atlanta. Great places to live.

Carrollton might be a good choice. The University of West GA is there.

Pick a different state. Kentucky perhaps would be my choice for what you are looking for. Or south GA even. But metro atlanta.. hah

That is a great place to start, although be warned that Madison has been 'discovered' and the prices reflect that fact. If I were you, I would continue east from Madison up 278 and would check out the very lovely towns of Greensboro and Washington. Some other GA towns that impress me as what you describe (besides the ones that other posters have very correctly identified):
Rome
Clarkesville
Chickamauga
Dahlonega
Milledgeville
LaGrange
