Im sure Cumming, Fairburn, and Lilburn are on there for crimes like high school kids riding around knocking over mail boxes, throwing toilet paper around someones front yard, and good ol' fashioned down south domestic disturbances.

Where did you find those lists? I saw the article in today's AJC, but when I checked for info online it didn't mention anything about North Fulton.

It's per capita, so while surprising it is not out of the question.

I was also suprised to see Cumming, but I think some people get confused because virtually all of Forsyth County uses a Cumming address, yet the city limits itself (and the crime statistics) only cover an area of 5.9 sq. miles and only a population of 5,800. It really should not even have been included since the list was only supposed to be cities with a population of 10,000+.

Cumming does not surprise me, though the ranking is mostly caused by property crimes over violence vs. Atlanta, College Park, etc., property issues are due to theft.
Cumming has been having it's issues lately with gang activity and meth issues. As crack is to the urban centers, meth is mostly a rural issue and Forsyth to Hall has had it's share.

Listing the crime rates in cities in largely meaningless in Metro Atlanta, as most of the metro area is not within a city limit, but is actually unincorporated county.

Cumming on the list is a surprise and Stone Mountain escaping it is even a bigger surprise because Stone Mountain is moderately dangerous even in the daytime. College Park would include crimes at the airport which would probably skew the stats there somewhat.
