I think wait staff in Georgia get the shaft in general. Most other states pay them minimum wage, but in GA they get paid less than $3/hour before tips.

I don't think other states pay the minimum wage to waiters... Ohio only pays 3.65~

In most Southern States the wage for food servers is $2.11 an hour plus tips.

The most overpaid job imo is the office of the Governor.

Servers making minimum wage + tips is the exception, not the rule. The vast majority of states are very similar to Georgia, and servers do just fine. California is one of the few that requires minimum wage for servers. I assure you, you can do much worse then being a server living off tips. I know many who make well over 50k-70k/year , the majority of which is cash taken home on a daily basis.

Waiters in MN make the normal minimum wage, and that's what I grew up with (not that was ever a waiter).

Agree. The OP question is a bit odd and interesting. Completely different then asking what are the lowest paying and highest paying jobs.

The OP disagrees. I can't ask in what professions are people over and/or underpaid in the public's opinion without adhering to an egotistical self-serving agenda?
