Miami over LA (and a whole bunch of cities in between including Atlanta which is on par with Miami in a lot of areas and ahead in others in terms of being an international city)?

The amount of actual "foreign people" in a city is only one aspect of a city being international. Or did you not know that places like Tokyo have a 98% home born population?

Actually, Tokyo's population is something like 95% or more Japanese, but it is still considered an international city.
