How much experience/degrees/certifications? I've seen SE's go from anywhere from 50k-120k depending on the industry and experience. You can hit salary.com for the average in the area or glassdoor.com if you have a specific company/title/location in mind. I'm less familiar w/ DSP engineers but generally the lower level you are, the higher the salary primarily due to the level of specialization.

Professional experience: 5 yrs.
Degree: M.Sc. EE, major: signal processing
Certifications: None
Languages: C#.NET, C and MATLAB.

I have more than 15 years of programming experience (started when I was a teenager), so learning new languages is not a problem for me.

Assuming the right company and matching background, I'd say ~75-110k depending on the company, your past salary history, and how much exp you have w/ the particular systems they're working in. If you're not a manager or running a team it tends to top out around there for most companies I've seen but there are some outliers. Given you have a MS you can probably lean toward the higher end of the spectrum but I'm not sure if you're coming in w/ an existing job (have leverage) or out of work.

From what I've seen in trying to help friends' land jobs is that employers are looking for specific stuff these days. With how many unemployed people are out there, they have pick of the litter for people w/ past experience in the technologies they're hiring for. That said there are a fair number of .NET shops around and I would pull up some of the bigger names (find the companies via Dice or computerjobs) and compare against what you find from glassdoor.com. Any F500 companies tend to pay about avg in GA and although most have cost of living adjustments for employees in NY/CA, GA usually gets by on the baseline.
