What do they mean by controlled parking?

All signs are pointing to the future removal of the parking bays in the middle of Broad. I'm not sure how many will be demolished at once, but the process seems to be moving forward. The parking bays should be turned into green space, sitting areas, and commercial development.

Hopefully the city will buy a vacant building along Lower Broad(9th-5th) and build the parking deck featuring office/retail space.

Would be nice if the bays were removed from Broad, have had numerous close calls from drivers pulling out as if they had right of way. I never park in them. If the bays are removed and a deck or decks added, would city still add meters, if so could the revenue be used to rehab the sidewalks in the downtown area by narrowing them adding bikeracks and lanes.
