This plan is connected with a bigger federal plan, the Savannah Harbor Deepening, so asking congress to change lock and dam plans has big implications.

"I don't think our position is that we want to do anything that will give the perception that we're trying to hold up SHEP," the mayor said.

The Army Corps of the Engineers says fixing the lock and dam won't necessarily control the water levels, or even prevent flooding. But folks here are fighting to find a way to help control the pool.

To even have the option of fixing the lock and dam and building a fish passage it would take another act of congress to add that language to the bill. Otherwise the Army Corps can't even act on the idea.
