Yes, the entire thing is Interstate 520.
Odd numbers (the 5 at the beginning of 520) tell you an interstate is a spur of another interstate (20), even numbers are designated to circumferential beltways (loops)
Since it crosses state lines, I'm not sure how they are going to number it according to the Numbering System. It will become either I220, I420, I620 or I820. My guess is I620. The entire length will share the interstate number, just like any other interstate that crosses state lines.

The third pic is where the boom in North Augusta is going to take place. Exit 5 will be one of south carolina's fastest growing areas.

It says on their website that the contract completion date is the end of this month. According to the site, it seems the only thing that they are left working on the the bridge on 25 that goes over I20.

so riding on bobby jones, yu wont have to exit (dead end) at north augusta anymore?

no, instead of 520 ending at highway 1 in north augusta anymore, it will continue on until it links back up with I20 at highway 25.
