.......in sections.

"Any group is eligible to adopt a section," said Canal Authority Chairman Bob Woodhurst. "It can be business groups, scout groups, churches -- even a family." The new program unveiled today is part of an effort to keep the canal and its 11-mile channel in the best possible condition.

Groups or individuals can officially adopt a section of land or water trail by agreeing to visit their designated area at least four times a year to pick up litter, perform light pruning and inspect for maintenance and safety issues. Adopters are asked to follow agreed-upon procedures and file brief reports on their activities.

Two questions, what will this do for the canal n the best case scenario possible?

What is the purpose of the Canal Authority?

What is wrong with the Canal Authority letting the canal get treated like this?

Well, from my interpretation, this is basically the 'Adopt-A-Highway' program, except for the canal. I expect that the purpose the Canal Authority has for doing this is so that they alone are not the only ones maintaining the canal area (picking up trash, etc.). Now, with other groups helping in the care-taking efforts, the Authority will probably be able to devote more time and money to other things canal related. So, best case scenario, the canal area will become better cared for (cleaner) since more than one entity is caring for it, and since each separate entity is responsible for only one individual area. Worst case scenario, nothing changes from how the canal currently is.

From the Augusta Canal website:

The Augusta Canal Authority is a governmental entity created in 1989 by an act of the Georgia General Assembly. The Authority consists of 12 appointees and an Executive Director. Each Augusta Commissioner appoints one member; the Richmond County legislative delegation appoint the remainder. In 1993 the Canal Authority adopted a Master Plan that has guided the development and preservation of the Canal as a natural, historic and economic resource. The Authority’s mission is to execute the master plan.
So basically they are a separate government body (separate from the city gov't, etc.) responsible for the regulation and development/use of the canal.

Why wouldn't they develop the land, bring in business to the canal. Why don't they maintain the canal and let private business worry about the money. I don't think the Canal Authority is in the money making business.

The Canal Authority doesn't really have loads of money to work with, they're not funded by the city, the majority of their funding comes from their own efforts. Right now they do maintain the canal, towpath, etc., and that takes up most of their funds.

Sell pieces of the land so you could have money to maintain the canal. That is prime real estate, developers would flock to that part of town. That area needs it badly.

Almost all of the pieces of land between the river and the canal from Sibley Mill up to the head-gates are protected land, so nothing will be able to build there (even though that is prime riverfront and canal-side property). The problem with developing the land adjacent to the canal is that the city/canal authority only owns the actual canal, the land that butts up against the canal in most places is owned by different people, so the individual owners would have to either develop the land themselves, or sell it to a developer. You can take a look at the GIS maps on Augusta, GA - Official Website to see all the parcels of land and who owns them. On a side note, I am astonished at how much land downtown that Morris Communications owns!

I agree with that letter, the canal is one of the main portions of Augusta's identity, there's no reason why it should be so neglected! Also, don't even get me started on the potions of the canal to the east of 11th street!!!

About what? The canal past 11th street?

If so, I just think it's sad because that portion of the canal that runs from just past Davidson Fine Arts though the Fenwick area and through Laney Walker is pretty much completely abandoned and neglected. It's almost as though the canal is forgotten about once you get east of 13th street, and even to an extent before this point. If it was cared for, it would be a great catalyst for commercial and residential development throughout that area.
