Scratching head...so if my very handy husband has replaced ours in the past several times without any issues (and without a permit) are we in trouble when we sell? We had no idea one was required.

No, no one is likely to check or care when your water heater was installed.

When I had ARS replace the water heater in my rental house 2 years ago they also recommended adding a back flow preventer at the meter and on the hose bibs, because they said the City inspector would check for those things when they checked the hot water heater installation and would red tag the work if those were needed. So I did have them make those improvements also.

However that was when CoA had a huge backload of inspections and they never did call to arrange for an inspection.

You give City too much power if you ask for an inspection when replacing the water heater!

On top of purchasing a new water heater, ARS or other plumbers might charge more than $1,000 just labor alone to replace the water heater. One of the justification for such a charge is that they need the permit and inspection from city. My neighbor wanted to replace the two 40 gallon water heaters and was quoted $4,000. The contractors use the "Code comliance" to inflat the charge.

Funny this thread just came up. We actually just had our hot water heaters replaced today. We paid $2300 to replace 2, 40 gallon Rheem tanks with new versions of the same. The estimates we rec'd were all within this ballpark. We are not in Austin city limits and did not need to get a permit. I think the price was pretty reasonable considering they had to haul them up to the attic in my 2-story house, not to mention haul the old ones down.

Wow! The "Code Compliance" cost extra $1,700! My neighbor's quote from two 40 gallon water heater replacement was $4,000. No wonder the houses in the Austin city limit cost more

I have replaced dozens of water heaters and have never gotten a permit to do so.
