I just called 311 again. To report yet another tethered dog. Many people in my neighborhood seem to think this is okay. This poor dog is curled up in the backyard without water or shelter. What a life! Why do people get dogs if they are just going to chain them up in the backyard for their entire life? It's freaking cold! I wish these people could be forced to be chained to a tree for just one night in this weather.

Good for you for taking action. I hope they did something about it. This is a pet, not livestock.

This bothers me just about as bad as horses being ground-tied/tethered with no fencing JUST IN CASE they get loose. There's a yard on the side of 290 at the light in Elgin (can't remember the cross street at the intersection, but if your coming from East-to-West its on your right hand side, just before you go under the over-pass thing. Anyway... I've seen horses tied out there so many times, and it really worries me because not everyone goes from 65 to 50 coming from the long stretch of nothingness.

I don't have the stomach to tie my dog to a tree. He is so spoiled, he sleeps in bed with me every night!

I guess SOME folks think a dog is cute when it's a puppy and then when they tire of them, they chain them up to a tree.

Summer and winter outside, just makes me sick to think about it. I wonder if they'd tie their own children outside too?

I have a neighbor on my block does this. Every time I walk my dog down the sidewalk he runs at us like mad until he gets to the end of this rope. The house does not have a front yard but I have no idea about the back. By the looks of the house, yard and dog it appears they are old school East Austinites who may not even know about this law, not that that is an excuse for tying the dog up.

I'd call 311 and see if the authorities can inform the owners about how dangerous this is to the dog and potentially pedestrians as well.

Tethering a dog like this is illegal in the City of Austin, and has been since 2007, see this document http://www.ci.austin.tx.us/health/do...n_law_1007.pdf

If you live in Austin and witness an act of animal cruelty or suspect that an animal has been a victim of cruel or inhumane treatment, Call 3-1-1 to file a report with the Austin Police Department or be transferred to Travis County Sherriff if it is occurring in Travis County.

Yes it is. I think it's illegal all over Williamson County.
