Yep. That's deliberate. Water condenses under siding, any kind of siding, and needs to have a way to escape or it can build up and cause problems. Those weep holes allow the condensation to "weep" out.

Sometimes a rope wick is inserted into the joint between the bricks and back into the cavity, to help wick the moisture out. In which case you won't see a hole, but rather the end of a rope wick spaced every 16" or so.

We recently had a racoon problem A ALL ANIMAL CONTROL took care of it and sealed up all the places *animals* could gain asses to our attic. they do NOT GUARANTEE any pest( insect type )can get in but birds ,racoons, squirrels etc cannot highly recommended
.
