Wow, I learn something new everyday...had no idea there was a new strain of pot that smelled like skunk. It's been years, and I do mean years, since I was around it. I hope the OP lets us know what happens.

However, is the Hookah what a bong used to be called?

Sort of. It is the Persian version like you see groups of Persian or Indians smoking in the movies. Though there are also smaller ones that look more like fancy bongs. But they can be quite large and fancy and have several hoses so groups can smoke together.

. Making alterations for 3 weeks to an apartment room, in one bedroom, at the same exact place in the wall? I seriously doubt it! My symptoms are also very indicative of a problem with marijuana going through my personal room. I'm not sure if these are valid enough reasons to request a search warrant from the police or if I should contact someone else. The apartment unfortunately does not appear to be able to conduct searches? The noises would be fine if they were construction, but the smells are bad and began shortly after the noises and move-in of the neighbors.
Did you say you were in Austin?

Hookah is a water pipe with a flexible hose to a mouthpiece. Larger ones can be shared by groups. Typically it is used with a flavored tobacco mix, not a cannabis material, at least at hookah lounges or bars.

There are hookah bars all over town where people go to smoke hookah. Very trendy. There's even a category for them on Yelp.

Who do I contact about this? The property is off-campus, but would UTPD have jurisdiction in a nearby area? What response can I expect, regardless of the situation? It is occurring in an apartment by central Austin and the main campus of UT Austin.

Thank you.
Nobody. Just mind your own business.

Do nothing and let the drug dealers bring down the neighborhood? It's an apartment, right? How many people share a wall with these guys?

If it were a private residence I would say leave well enough alone.

Since its a rental property where hundreds of others live within close proximity this kind of activity just ain't cool, especially if its a huge grow operation as the OP is expecting.

Suspecting a huge growing operation from a few hammers and a skunk smell is slightly bizarre...
