I mean raw land. I am a civil engineer, so I know how to provide utilities and obtain a plat. The whole reason to buy raw is to avoid the middle-man costs associated with prepping the land.

Raw land less than 4 acres in size is rare to nonexistant at a convenient distance from downtown. But if northwest travis county works for you, there are definitely lots available in your budget.
If you have the time, set up a search on a realty web site that will email you when new listings come up. I've seen a few lots pop up actually in the City of Austin for under $50k over the last 12 months. They usually get offers within a week unless they're overpriced or unbuildable, examples of which you can find sitting on the market for years.

there are other sites you can use to look for land...

I tried searching for 1acre for under 100K last year in Austin and came up with nothing... Good luck, you might just have to look a little further from downtown Austin.
