Funny, but I see the opposite - when I visit my friends in CO, they are always wearing SOME kind of jacket or whatnot if it is less than 75 degrees or so (which is quite common year-round in Summit county). Here, I see people dropping off kids at school in shorts and flip flops when it is 40 degrees. I think people just assume that it will pass soon enough and it isn't worth getting out warm weather gear or bringing it along.

Yes, that was my point. People aren't sure what they need to do, but they feel that they need to do something to prepare for possibly being trapped in their homes for a whole 36 hours because the roads are unsafe to drive on.
