My parents are looking at homes in SW Austin. Are the new construction lot premiums negotiable? Say there is a 25K premium, will a builder accept a lower offer on the lot premium? I know it's a hot market in SW Austin so I'm curious.

Builders, for the most part, aren't negotiating at all. Some are offering design center incentives, but lot premiums and base price of the home are basically set. They don't have a reason to negotiate those things.
