Are temporary/portable stop signs legally enforceable? Can't seem to find any statutes for this.

Yes, of course they are, why wouldn't they be? .

They're enforceble under the law that you have to obey signs and notices erected by public officials.

Are the temporary signal lights they string along a wire before they sink permanent poles in the ground at an intersection enforceable?

I only stop half of the time for those red light impostors.

How do I know that guy's really a cop, it could be a costume. Better just ignore him.

Especially if riding a bicycle! What kind of cop would ride around town on a bicycle in full uniform anyway?
And in the summer heat, at that.

I would guess the statue doesn't differentiate - a stop sign is a stop sign, whether portable or not. Look and see if you find any statues on stop signs .

OTOH, if your neighbor put one up, then no, it is probably not officially a stop sign. Whoever put the sign up must have the authority to do so. I would suspect that city/county/state highway officials and their departments have the right to do so, but that would be the only recourse (if I am guessing correctly what you are after). If the HOA, etc, put one up, then maybe you have a leg to stand on. Maybe.

Trainwreck20 pretty much has it. If the sign was put up by the appropriate authorities, yes, it's enforceable. If you got a ticket for running one, I'd say the chances are pretty strong that it was put up by the appropriate authorities.

Some private developments such as shopping centers, Sunset Valley for example, install their own stop signs and traffic control signs inside the shopping center parking lots. Those traffic control signs are typically approved by the authority who permits the development. But in Sunset Valley or out in the County, there may not be much at all involved in that review.

The police do not enforce or ticket for traffic violations on private property such as that, but your insurance company certainly would consider you at fault if you had an accident that was a result of you running a stop sign in one of those developments.
