This is kind of strange but I really want to plant my own vegetables and I won't be able to do it if I live in an apartment with no deck/balcony. I was thinking maybe I could rent a plot of soil somewhere but I couldn't find anything close to that on Google. What is the best way to go about this?

It's not strange at all. You want a community garden. Austin has many, just choose the one nearest you that has a plot available:
Coalition of Austin Community Gardens

A few things to know about community gardens:

- There will likely be a waiting list.
- You will be expected to work for the garden - probably one day a month.
- You will have to drive to the garden to cover/uncover your plants during freezes.
- The garden may go away. My community garden on Cumberland is now an apartment development.

Try googling Urban Patchwork. I think they use private yards sometimes to grow food and volunteers get to keep some. Not sure though.
