Yes, you will have to get an inspection done, and what Meg said earlier - tell the dealership what's happening and they'll get the registration stuff square for you. With 100 people a day moving here, you won't be the first person they run across with this situation.

Sales tax won't apply, since CA is higher, you'll have the registration fee of $50ish and the welcome to Texas tax of $90ish and the inspection.

Don't forget that you will have to have valid Texas auto insurance on the vehicle before doing any of it.

I don't want to mislead you-

Safety inspection was needed just for the sticker
No emissions was necessary, but they (the inspection place) did it b/c they weren't sure what to do.

What I read online sounded like I needed to carry an insurance that meets TX limits, not a specific TX insurance. So, will the CA insurance be OK? Am I misinterpreting?

You are indeed misinterpreting. You will need a conforming Texas auto policy.

You will almost certainly save money with a Texas policy - at least that's what all my Cali refugee neighbors have found.
