Hi.

I'm an international student from Brazil. I currently study at Austin Community College. I've been here for almost 2 years, I live in an apartment, have all the billings addressed in my name, and already got a provisional Texas License Driver. I plan to transfer to UT after my graduation from CC. I'd like to know if I am already eligible to apply to the University using Texas Residency for tution and financial aid? If not, how could I become eligible? Or I'm not eligible at all?

Basically, without taking 12 months off for "gainful employment", you will remain a non-resident, as your residency here is only to attend school.

What scm53 said. The only other way is if you had moved here (Austin) to work for a company and while working for that company you happened to attend ACC, otherwise you must work for twelve consecutive months before attending. I'm not sure what the turn around is for UT between applying and attending (In California you had to apply almost seven months before transferring) but I'd say complete the application cycle and when your year is officially up apply for re-classification as an in-state resident. And if they are here on a student visa taking 12 months to work might not be legal.

What sort of Visa do you have?

this page here gives you a starting point. Establishing Residency | Be a Longhorn

and then gives a link to a list of all the visa types which enable you to claim domiciliation in the USA.
Figure: 19 TAC §21.24(b)(3)

If you have an F1 visa then you will be an international applicant to UT Austin since you don't have the right to domicile in the USA.

I suggest you call the admissions office and ask, I've found them to be very helpful.
