Don't know where you live or how serious you are about not caring how far you drive. I HIGHLY recommend Jenny Truong up at 1431 near IKEA. Look at her Yelp reviews. I paid a ridiculous $110 for highlights and a fabulous hair cut - it's been 6 weeks and my hair still looks great.

Depending on what you want done, there are beauty schools around with reasonable prices. There are also frequently ads on craigslist looking for hair models at various salons around town.
