I knew that. It's just funny how boundary lines make it seem like it's the middle of nowhere.

I pay City of Austin Water only. I don't have sewer fees because it's septic.

1. I don't know if they own the lot but they own the house that's right next to all this.
2. Is it legal to just leave your stuff out like this? Mowers, trailers, landscape trimmings...
3. They have a bit of a hoarding problem - safety concern! Gas tanks, trimmers, there's a grill out there, mowers...

I tried to use the Austin website to send a code compliance guy out and apparently they don't service my area. It's Austin but in Williamson Co.

I know people on small business budgets needs affordable storage but more junk, more mess, more debris...it's only going to get worse.

What would you do?
If the spe itch or culvert is blocked to the point that it is causing flooding, and it is clearly caused by things from their land I would ask them to clear it. Then go to the city if they refuse or don't do it. Otherwise I'd leave them alone. If they're tearing up their grass what business do I have saying anything? Muddy streets are not a problem. Causing flooding is, and that is the only one I'd worry about.
