According to the austin water website we still have stage 2 water restrictions.

Really????

Are there any plans to ease off the restrictions?

Probably not. Lakes that hold our drinking water are still just 68% full and we are unlikely to see substantial rain until . . . ? a hurricane, tropical storm, or November. I have cracked soil already in my yard.

Yep, even though it's El Nino, the jetstream can't get this far south this time of year. The high pressure ridge has already built and will remain more or less in place for most of the summer. The only intrusions from now until mid September will be tropical occurrences, and El Nino usually minimizes those. I turned my sprinklers on yesterday.

This fall and winter should be rainy though, as long as El Nino stays.

Austin is reluctant to ease up on water restrictions in spite of the fact that they raised our water rate because people were doing such a good job or limiting water use, that the City could no longer cover the cost of providing water with the previous rate structure.

It sucks to think that we will have to keep paying those excessive rates when there really is no shortage of water to provide for the Cities needs.

No. There has been no release for agriculture in three years and I'm pretty sure there will be no release this year either, Lake Travis is still just at 68% full which is WAY better than 36% full but not where it needs to be.

68% full is usually plenty for the farmers to receive water... Has something changed? They shouldn't get any ever imo
