If the line on the back of the title marked "seller's sig." is signed, and a similar signature is on the front of the title where it says something like "owner's signature," and a similar sig is on the Form 130-U, then the rest can be filled out by anyone, and you sign the back of the title and form 130-U as buyer.

Now, if the "little old lady" is dead, or judged incompetent, BEFORE she signed the title as seller, then there might be a need for the actual seller to have the power of attorney. Otherwise, I don't see a problem. Why are you so worried about seller's sibilings? Have they been mentioned as likely to contest the sale of "Mom's" car? This sort of sale happens all the time so unless you KNOW there's a problem or you suspect there might be and it's a VERY expensive item, I wouldn't worry about it. Possession of the car and the title usually means the person who has them is OK to sell it.
about 8k.
yeah the lady seemed nice.

It is just that lately I have a few fraud situations.
This guy trying to sell me a car that had his wife's tittle on it.

one guy trying to sell me a car with non-functional airbag.

People sell cars that aren't in their names quite often. If they have the aforementioned signed documents, it's still going to work.
And used cars quite often have non-functioning functions; I wouldn't get too exercised over that, it's your job to check them out, it's part of the fun of buying a used car!
