bad time to try to do any construction. all good builders are slammed. Wait maybe 2 years until the next downturn

I don't know if it would work for a project this big but I've had good results with using yelp reviews / ratings for minor to moderate home repairs. I don't have any affiliation with the site and actually consider them quite unreliable for restaurant reviews. If you're in the city probably need a lawyer to get through the red tape.
