I grew up on South 183 which is a stone throw away from Riverside. There's alot of college students and alot of poor Latinos (more towards Montopolis). I always didn't mind it. The HEB there can feel like a third world country at times, and I kinda like it that way. It has a decent view of downtown.
Actually, know that I think about it, thats the air force recruiting station I went to.

Aw, it isn't that bad? Maybe a few years ago, but it seems to be getting better. As long as you stay close to the UT shuttle, I-35, and the lake itself, you should be fine. There are obviously plenty of apartments in the area, and even some pretty nice single family homes and duplexes in a tiny pocket down there. It's not where you'd want to move your family, but if you are young and can handle a bit of a spicy neighborhood, it could be a really cool place to live.

My daughter attends UT and lives off Riverside. She's had no safety issues herself, aside from getting broadsided on Riverside recently. She does say that sirens are a constant thing in the area though.
She rode the shuttle constantly before she got a car and never really felt unsafe there either. If she had to ride at night she'd call me or someone else and talk to them the whole time she was on the shuttle to make her feel even safer since it was night.
She even walked to a few places without ever really worrying, like HEB.

West of I35 on Riverside is good. You'll see people jogging and riding bikes all up and down Congress all-day (more in mornings). The apartments from the outside don't look appealing from what I remember but it is really close access to downtown and I-35 ect. I think there's a Joe's Crabshack and Hooters not so far
