Is the area generally safe? Are there jobs to walk to?

The area is a bit sketchy still but getting gentrified fairly rapidly. It depends on how you define walking distance. No professional jobs within walking distance unless you can work at Austin Energy or a couple of the high tech firms on Grove and on Oltorf. There are several convenience stores and fast food places that you might be able to work at close by. Otherwise most of the retail type jobs would be about a 2 mile (or more) walk west on Riverside. There is bus service though.

My sisters boyfriend attends classes at the Riverside campus and came out one day and his car windows (the fronts ones) were completely smashed in and his car was rummaged through inside (he left nothing out and his car was locked)

Oracle is opening in January. Rumor is it'll staff up very quickly to have 3,000-4,000 people working there by the middle of 2018. That's going to accelerate the gentrification already underway in a very palpable way. To date, most people living in the new complexes on the north side of Riverside are Downtown-ish workers. With thousands of people wanting to live within walking distance of Oracle and with the existing yuppie population, it's going to mean a lot more new apartments and condos and much higher end retail to follow in the immediate area.
