City of Austin deck setback:

Structure is defined as:

Based on the CoA web site, they definitely consider a deck a structure.

I know that isn't directly relevant to your location (Hutto?), but I am not as familiar with their ordinances. A quick look does not seem to have a limit, but I may be missing it. There are setback requirements for antenna and satellite dishes....

Evidently any deck that is 200 sq ft or under is not under any set restriction. Not sure what the sq ft of the deck is but I would "guess" it's over 200.

Really, I don't want to start a war with the new neighbor. Personally, I feel very uncomfortable even going over there and addressing the issues. My heart starts to pound and I feel like a complete wimp, which is contrary to my feelings of wanting to address the issues. In other words, (well, in the words of my late brother-in-law)...he would say to me, "your alligator mouth is over riding your hummingbird azz". He was very colorful with his quips. So, while I'm safe in my home I can say all the things the neighbor needs to do to live peacefully in this neighborhood but fall short of knowing the best course of action.

It is sometimes difficult to deal with issues that bother my peace of mind in my own home. These homes are just too close together. All the years we have been here the neighbors have always been quiet and respectful. That I have appreciated.

Having said all that, I will not tolerate some things and I will pursue avenues to make things right. I just want to be able to do it in a fashion where it's peaceful instead of confrontational.

Too stressful and I'd rather not have these situations.
