You would have to reach out to the council center for this, as they have their own rules. Sea scouts would be a good resource for you as well.

My Scouts are looking to do the same for a trip this summer we are fund raising for, but we are going to hold off on the scuba part till they are little more older. ( 13,14YO).

We are Sea Scouts.... It was shocking to them that it runs $500 per scout.

You could call Tom's Dive and Swim. I have not been there in quite a while, but they used to be the most business savvy about building relationships with customers, etc. Super nice people, family business, were not JUST old scuba divers that opened a store front. I don't know if they can give you a deal or not, but I would call them.

You might check with Scuba Oasis in Uvalde, too. They're very nice and the owner (can't remember his name) is in Austin quite often. We've rented tanks from them before.

Our scout group did it at Tom's Swim and Dive. I think they gave us special pricing. It wasn't cheap, but a lot less than you were quoted elsewhere. That was about 2 or 3 years ago.

They had a great time at Sea Base.

We do have Sea Scouts here. send me a direct message if you would like to find out more about what is available around the greater Austin area. It is a great program and we are setting up a maritime explorer post for youth in the middle school ages.
