top ten percent rule allows any kid in any hs in texas that is in the top 10% of his/her class automatic admission to one of the the flagship universitys...UT or Am.
Those that are not top ten % are welcome to apply at ut/am and with the help of a miracle "may" get in, and a handful do. Others apply/attend public universities such as TEXAS Tech, University of North Texas, Texas State, UTSA, UTEP and the list goes on.
If your heart is set on graduating from UT, you can enroll at one of the other state schools, do well for a year and apply for admission to UT as a transfer. Many kids are able to attain admission to UT in this way.

My daughter graduated from an IB HS school with over a 4.0 and was only in the top 17%. She didn't even apply to UT and went the private route instead. But now I have another daughter at the same HS that REALLY wants to go to UT--chances are she won't get to. Maybe the rules will change by the time daughter #4 gets to college.
