Default Water situation in Dripping Springs -facts please!

I have read references to the LCRA and a "dire" water situation in Dripping Springs. Can somebody explain this issue to me, or direct me somewhere that I can get more information? Before we buy we would like to know how our water bill (and supply) might be affected.
