Bob Wentz park is probably your best bet. Lake Travis is at 647, normal is at 668.
Volente beach trucked their sand in. I imagine its only up at the normally higher water level. The lake level is still 21' below normal so most of the exposed shoreline is probably rocky. It still can be fun for a day of swimming.
When the water levels are low there are some sandy areas on Arkansas Bend and bend West of Point Venture, both bends have public parks, but to get there by driving you have to go all the way around to the North side of the lake.
