RampageInAZ is on a distinguished road
I saw several officers standing on street corners downtown last night along 8th. I also saw an absence of transients on the street that is right before Trinity coming from 35. There usually a ton of them crowded by those abandoned shacks and parking lots.

On the other hand, i did see a huge brawl right in the middle of 6th street after the bars closed down. No cops around for several minutes either.

Considering in Atlanta where I live now, I see these in the news once a week if not more...this is not terribly alarming.

My brother is a cop, and when they get group fighting calls they usually wait a few minutes for the fight to die down and for the people to leave the scene. This is different than a random beating. As police officers, they don't want to get into the mix of things unless they have to. The have families that they have to worry about too.
