We just moved from Manhattan to SoCo (Travis Heights) in April 2009 - that is south from Downtown zipcode 78704 and it is very young mainly, nice restaurants, about 20 min walk to dwontown, I assume the buses work too since we have seen those.
The downtown zipcode is 78701, I think Clarksville, Tarrytown are 78703 and probably just above (north) from downtown is 78705. We were told not to move to east for sure.
You can likely find lots of places for one bedroom apartment under $1,000
Camden | Home Page - good quality apartment complexes (many are) with pools, healt club (free), parking garage (free), business center (free)...contrary to NYC many places allow month by month rentals

if someone wanted the same type of neighborhood but was looking to buy a house insted (up to 300k) where should they look. (were also looking to move to austin from wisconsin but from madison instead of milwaukee)

It will be hard to find something in the city for 300K unless you want a fixer upper or a smaller house. Allandale has some homes under 300K, some around 2000 square feet but you'll have to put some elbow grease into them.

What do you mean by "in the city" I live in the city and many house prices here are below $300k. Check out this map from the Chamber of Commerce on existing home prices:

I meant in the city, central Austin. They are looking for a hip area, those will cost you.
