GET A JOB! No, I'm serious. My circle of friends came from the various jobs I've had over the years. And in college.
Where are you working now? You may want to check out the job market around the UT area.

The fallacy here is that you are assuming there are cool people in North Austin.

If you can't move to South Austin, then try plan B: www.Meetup.com
Don't make your circle of friends out of co-workers. Moderator cut: language.

The REAL fallacy is that any one area has a lock on "cool" people or that there are no "cool" people in any particular area. That's an indicator of someone who sees and judges by only the surface of things (and who misses a heck of a lot in life as a result).

The way to meet "cool" people by whatever your definition of cool is would be to do things you enjoy doing that involve other people. That way, you'll find people of similar interests. If you're new to town, one way to do that is to check out Do something, Learn something, Share something, Change something - Meetup.com and see if there are meetups in your area involving your interests. If there aren't already some, then start one and you'll start meeting people right away who enjoy the same things you do. (This works, by the way, whether you're new to town or have lived here 40 years, as I can attest.)

You'll also likely meet sympatico people on the job, so that's an additional resource.
