With all the hurricanes that run through the Gulf Coastal region, I can see at least why the Houston area does not have basements. My parents' house is on a raised cinder block foundation with the crawlspace open. Water runs right on by their house during big storms.

I think a lot of it also has to do with the presence of a high water table and a state that is barely above sea level in a lot of spots.

Around here, everything is rock rock rock. I was trying to dig a hole in the backyard and kept finding all sorts of big stones. Couldn't imagine what it would be like going even further down. That would get expensive to dig.
