I would try Red Bud Isle by Tom Miller dam. I see people fishing in the coves there all the time, and I think it would be a good proposal spot. Good luck.

Whoa, OK. So that's where your title came from. I'm sure the posters here can recommend many beautiful spots in the Austin area for a proposal. Like Mount Bonnell, or Laguna Gloria. Along Ladybird Lake, you've got Lou Neff Point... Zilker Park... Butler Park... Red Bud Isle (as mentioned by mimimomx3)... the Raddison or Hyatt hotels along the hike & bike trail... the tour boats on Ladybird Lake... etc.
The places I mentioned where people fish east of I-35 are not what I'd recommend for a proposal, but the general location is around Festival Beach (you can google it); they are probably OK fishing spots but nothing nice enough that I'd recommend for your purposes... sorry if I misunderstood what you wanted.

Atxcio - I like the view from Lou Neff Point. Have any ideas where there may be a public dock or bridge i can walk on? Preferably with hand rails. I want to set two lines of candles along the rails. Thanks.

Public docks with handrails are rare on Lady Bird Lake. Chuy's restaruant has some around an outdoor bar area that they would probably let you use. I provided a link to their website above.
There are several nice pedestrian bridges that connect the hike and bike trails together. They all have handrails. You are likely to have joggers and people walking for exercise passing by on all of these. Some of these may be fairly busy after work hours when lots of people excercise. You can see all of these in Google maps, satellite view. Unlike docks these are higher above the water.
Starting out East of I-35, there is a small pedestrian bridge, fairly close to the water on the North Side of Lady Bird Lake just West of the Pleasant Valley Road bridge. There is public parking close to it next to the road bridge.
There is gazebo overlooking Lady Bird Lake on the southwest side of the South First Street Bridge.
There is a really nice fairly new pedestrian bridge just East of where South Lamar Blvd. crosses Lady Bird Lake. It is quite wide so you could do your thing there without feeling like you were obstructing pedestrian traffic.

There is a small pedestrian bridge East of there on the North Side of Ladybird Lake, Just SouthWest of where San Antonio Street intersects with W. Cesar Chavez Street, I just noticed google maps still calls it West 1st Street in some places.
There is another very similar small pedestrian bridge across Barton Creek a short distance North of Barton Creek Road at Zilker Park.
If you continue North on the West side of the creek there you get to Lou Neff Point which is a nice senic location looking out over Lady Bird Lake.

Further West there is a wide pedestrian bridge suspended underneath the South Loop 1 Mopac Expressway Bridge.

CptnRn pretty much covered the bridge thing above. There is a small pedestrian bridge over Barton Creek pretty close to Lou Neff -- like, 1/4 mile or less. It's on this map just east of where they have labeled "Zilker Park": http://www.runtex.com/townlake_2006.pdf .... Lou Neff Point is not labeled, but it's the NW side of where Barton Creek meets Ladybird Lake. It is busy with joggers and walkers pretty much all day long, though.
Are you going to be able to scope out the location in advance? Lou Neff doesn't have a dock, but it has a gazebo and some stairs. You can get a commerative brick there with you & your girlfriends name on it... more info here: The Trail Foundation: Give > Commemorative Bricks. In fact, the Trail Foundation may be a good place to contact in advance, and get some advice on what you want to do.
As far as docks, I did think of something else -- there are 2 rowing companies/organizations with somewhat large docks (no rails that I can remember, though). Maybe you can call and set something up with them.
The two I'm thinking of are:
Texas Rowing Center in Austin, TX (near Austin High School)
Town Lake Kayaking Row Boating Rental Austin TX Lady Bird Lake Kayak Rental (not on the trail, but on the lake -- about 1/2 mile west of the mopac bridge)
There are also decorative "docks" along a small pond in Butler Park. That's got a nice skyline view, but the water is pretty small and just for show.. more like a large fountain... however, it does have the rails you are looking for. Here is a pic (from city of austin website):

There are no fixed docks or piers on Lake Travis that I know of because the lake by design has highly variable water levels. All docks are floating.
Why not rent a boat? Lake Travis IS beautiful, even with the lower levels. You might still be able to take a sunset cruise. Call Lakeway Marina for more information.
