My friend's apartment got broken into the other day because part of the lock on her patio door was on backwards and the apartment complex is refusing to fix it. Aren't all landlords required to keep working locks on doors and windows?

The Austin Tenant's Council has some good information regarding this. Austin Tenants’ Council/Locks and Other Security Devices

That document describes what locks the landlord is obligated to provide and what recourse the tenant has if the landlord does not comply.

There might be some exception allowed if the landlord has reason to believe that the tenant is the one who broke the lock. Most landlords would not hesitate to install the locks since they could be subjected to a penalty if they do not. In some cases the landlord is entitled to charge the tenant the actual cost of the lock replacement or rekeying.

Send a certified letter requesting the repair for the safety and welfare of the tenant. It would be good to quote some section of the lease or law that applies. Certified letters always get the attention of a landlord, since that is step 1 in preparing to file a lawsuit.

take pictures and email them as well...it lets them know your serious and gathering evidence in case this has to go to the next level...
