Queenstown is mostly snow free, I'm guessing they get a least 4 snow days per year in which they receive 2cm or more of snow, none of which hang around for more than a few days.
I always thought the biggest obstacle to having the winter games in the Southern hemisphere was that the Games would have to be held in July or August. And, if they were going to be held below the equator, some kind of combo Chile/Argentina bid (if that's possible) might be more likely than NZ simply because, while the South American countries are far from Europe, they're closer to North America.
The Olympics including the winter Olympics are big white elephants in recent decades with costs ballooning and interest declining. Probably doable but just don't feel the return would be worth it.

True you can't hold a winter games.. in the summer.. without changing the month in which the games are held
