I'm not planning to do it, but I'm just curious about it. I just realized the flaw in the system and was wondering why people didn't take advantage of it.
It requires people to analyze the system and think about exploiting it. Most people simply don't do such things, but the exploits exist just the same.
Any ticket dispenser I have seen needs a vehicle over the sensor before issuing a ticket.
There's a button on the dispensers in case the sensor doesn't sense the car. The whole point of the dispenser is to remove people from the process, so even if there is a camera monitoring the dispensers, the chances of someone watching the camera at that time are low. Plus, does the person making a low hourly wage that is watching the cameras even care? They get paid to sit there the same as they would to go confront a stranger - why bother?
The dispenser at my wifes work for guests has a button, but a vehicle has to be over it to be dispensed. If a ticket does not come out you have to back out in traffic and go on.
The parking garage companies aren't ignorant of this activity, which is why many have camera security at an unmanned entry point. Even the manned entry gates have cameras to assure the honesty of the lot attendants ... as well as the folk parking there.
They also use those camera records to verify a customers "lost ticket" claim.
I've seen them research through their files for a given license plate to verify when somebody came into the parking lot.

The lot would have to go through a lot of recordings to find the BMW that Wilson spoke of.

There are "flaws" in every system. If you are going to "steal", realize that you will eventualy get caught so if you steal, steal big to make it worth the risk.
Because most, if not all, of these ticket systems have a sensor and won't dispense a ticket unless it senses a car, similar to some traffic lights. Maybe you can buy those things they put on motorcycles to bypass this.
Another exploit is many parking lots arent designed for long-term parking, you might be able to go in at whatever time and if you leave after they close say 11PM or later the attendant has gone home and the gate is just left open.
Honestly if you want to steal parking just tailgate a car out. As long as you keep the same speed as the other car and stay close it won't be a problem.

LOL. I can't recall I time I've ever had service worth paying for in a parking garage.
