There is no such thing as hip hop rims. If you were to buy the rim, you would only be purchasing the outer section of the wheel and have nothing to mount them to. That said, there is no such thing as hip hop wheels.

As far as the wheels in the OP's post, I've seen them around for at least 5+ years. They are ugly for sure but nothing new.
