Here in CA about 2 in 10 don't have licenses. It varies by City.

For those who don't know, when your indicator on the dash is not flashing or on steady your signal is not working.

Do they not require hand signals on a drivers road test? Use too be a requirement.
Do the even teach hand signals in drivers ed any more?

Do they still see if a driver knows how/when to use hand signal when people apply for driving permits?

I haven't seen anyone besides bicyclsts using hand signals since I was a kid. Now I may go a few days without even seeing a regular signal, let alone a hand signal.

It might be interpreted as flashing a sign and then you get shot.

I see one hand signal use a lot. The left hand is extended straight out or straight up withthe middle finger standing alone. This is especially commonly used in the Boston area. What direction are they turning? I have tried to figure out what they are signaling. Usually , it seems to mean "Warning I am not paying attention to my driving" Is that the universal signal for this warning?

The moron that came within inches of sideswiping me Friday didn't use his indicator.

They also didn't check their blindspot as I came up along side of them.

Had a cement wall on the other side of me, thankfully I was paying attention and have 14" brakes and no one behind me.

A. I highly doubt most people even know what the hand signals are.
B. I doubt people would even realize their signals are not working.
C. If you pointed out to someone that their signals weren't working and told them what the hand signals were they still wouldn't use them.

I grew up being told that if I stick my hand out of the school bus window I could get my arm torn off if it hit something. I still keep my hands inside the car today.
