It's unclear if the abandoned vehicle with a Texas plate on it is now in Texas.
Even if Texas laws don't allow for an abandoned vehicle title, other states do and there are service companies that will handle that paperwork for you ... for a fee, of course.
A bigger concern right now for the OP might be whether or not the vehicle is stolen and abandoned, or was simply malfunctioning and left. We had a similar situation locally here recently, where an early 1980's vintage MB sedan broke down on the interstate near a exit with a repair shop and the driver had the car towed to the shop ... then left it there, saying he'd be back to get it later on when the shop advised him that they didn't work on these cars.
After six months, the shop owner wanted it off his property, and called a tow service/storage yard to come fetch it. They ran the VIN and found out the car had been stolen over a year ago and the license plate was reported stolen from another vehicle in NJ. But the shop can still file a lien for the storage, and that could lead to a title for the car.
