alot of gas stations screw people on octane ratings. I've heard of some scams where the high octane tank is just regular and the next grade up mixed.

It's possible for there to be a mix up by the driver but rare. These pumps get tested by inspection companies randomly. If they fail they are hit with a huge fine. At this time though I doubt they get tested enough since the government is more than likely paying for it.
