This little beast from Uruguay seems to fit the profile,not the same hubcaps but everything else fits, its called a Hyundai Atos?

Yes, it is a Hyundai Atos, which was marketed in The UK as the Hyundai Atoz. Apparently, the Hyundai folks didn't want to sell a car in England that folks "wouldn't give a toss about"!

Sold from 1997-2000, the Atoz actually preceded similar cars from Japanese manufacturers--all of which were more comfortable and more spacious than the ugly little Atoz. While it was marketed in South America, as well as in The UK, the Atoz never came ashore in The US.
