So I guess next question is going to be " I came across the accident, nobody was around. Is it ok to grab couple things from the guy in the car because he seems be dead anyway?"

Would YOU like to have someone near you, who would call 911, turn on your 4way flashers and shut off your car in case YOU are in that accident?

Both at the time of Soviet Union and now there is responsibility for not rendering help(in Russian неоказание помощи). Do you still want catch that movie?

As was mentioned above, most of the time you would not have a lot to do anyway. For one reason or another. Just stop (carefully) and see whether your help is needed.

The least those people could do is call 911 to report the vehicle and it's location. Some don't even do this much.
Medical professionals first make a determination if they can safely help. If some yokel half wit is going 120 and blows it around the corner I am not going to put myself in danger for his well being. I will call 911.

Its funny about that Seinfeld finale. I always thought it would have been a great send up for a spin off for George to have his own show. I think the Seinfled gang could have pretty easily countersued the town and prosecutors on the unconstitutionality of the good samaritan law and would have received a big settlement. The town declares bankruptcy and Jerry, Elaine and Kramer settle out of court for a reduced award. George is greedy and holds out and gets awarded what assetts the town has... I was thinking a local historical society museum. George takes over running it as a business( even living in it) while the entire town has nothing but antipathy towards him. He in turn would completely fabricate and falsify the history of the town to visitors making the town and its people look like villains and inbred yokels.
As for stopping and rendering assistance, I might and I might not. I've seen many local cases where a good samaritan stops to help in a traffic accident and then gets hit themelves, sometimes severely injured or killed.. It depends on who and what is involved, where it is. If its an icy road on a busy highway and the car is disabled but nobody looks hurt, I'm probably not stopping. If I see a burning car with people trapped inside, yes I'm going to stop and try to help.

If you are a medical professional (Doctor, Nurse, EMT) you stop regardless.
Not necessarily. If you are a medical professional, and say you went out with your spouse for a nice dinner, and had an alcoholic drink, then it gets into really iffy ground if you stop and help. Most of my relatives are docs.
I know a pile of obstetricians that refuse to take lawyers as their patients. Don't blame then in the least. The US has become one litigious country.
I shouldn't complain, as it looks like I will be throwing another pediatrician through med school, and adding to the fray.
