Not using an a/c will ruin it too. Running it keeps the system oiled and the seals moistened. Without using it, the seals harden and dry up, and you end up with leaks.
Yeah I know... not only that, but if you don't run it you can run the risk of condensation turning into mold in the vents and will have to flush it out.
It's always good to run it once in a while, and at least once a week, even in the winter, I just don't want to run it everyday if I don't have to.
It will blow cold air, but I don't know how much air it will blow compared to the stock fan. I've seen these items used for camping tents, mostly for nights when sleeping. Mixing rock salt with the ice would help as well.

The defrost setting causes the AC compressor to cycle for this very reason, so there's no reason to run your AC in the winter unless you live in an area where you never need the defrost.
Just as I thought, fan isn't powerful enough to move the air necessary to cool the space. The theory is sound, place an ice chest full of ice with the lid open in the path of a fan with the air blowing directly over the open ice chest and you'll have cool air. This device would need to sit up several inches higher from the ice surface and have two larger and more powerful fans. The first to blow air into the chest and the second to blow air out of the chest and even then it may not be enough air flow. You might as well put an ice chest in the passenger seat and direct the air vents towards the ice chest while the windows are closed (be sure to strap in the ice chest). Your car's vents will blow much more air.
Back in the 50's and 60's there were "portable" air coolers made for cars. One style mounted on the passenger window and pushed "cooled" air into the car while moving.
Another style sat on the front floor, had a blower. Both had water reservoirs. Might find one at a flea market or eBay like this example:
Its too bad they dont make them anymore. I havent used the a/c in my car since 2004. My car a/c unit only needs freon but its the expensive type (85 olds). I also know my mpg will be worse then 15 mpg if i use the a/c. I just hope my power windows dont break (the 2 rear ones & pass side are iffy). I hate power windows.
