Proper roundabouts (a circle) is one thing. In Oslo, Norway there is actually a rectangular roundabout. Why? What is wrong with traffic lights? Stupid.
1) Panic
2) Mandatory stop at Yield sign
3) Panic a little more
4) Wait to for blood pressure to recede
5) Wait for all other cars visible in all other directions to go first
6) Wait for horns honking from behind
7) Punch it (going the wrong way in circle is optional if turning left)

You forgot one more: stop at every exit to let other people on in front of you. Drives me nuts!
Traffic circles are efficient. Unfortunately, people are dumbfounded when they see a yield sign and treat it as a stop sign. Traffic circle are designed to keep traffic flowing with minimal stopping. Yield sign means just that....yield to oncoming traffic. Stop when necessary. If there are no oncoming traffic, proceed with caution.
New Jersy has spent millions of dollars eliminating traffic circles. At one point there was an average of 1 accident per day related to traffic circles. I used to think it was the traffic circle that caused the problem, then a saw a TV show about one of the scandinavian countries putting in traffic circles, eliminating traffic signals, and doing so because it REDUCED accidents. Go figure.
I can confirm that they work beautifully in Denmark. I love them. In the part of Denmark that I have driven in the most they don't have any stop signs anywhere, either. It's all Yield signs. Yes, it is a culture difference. The individualist mentality of the average American causes us to do everything "my way". That's why I think traffic circles, among other things, do not work the same way here.

That explanation doesn't wash, since circles now seem to work just fine in AZ, one of the more libertarian, don't-tread-on-me, hands-off-my-gun states in the nation.
I think it's an education issue. Get people to understand them and they work just fine.
