I have a 1997 Toyota Camry and I failed my emissions test(Illinois). I was told I need a muffler and a catalytic converter. Does this sound right? I dont want to buy something that I dont need.

Who told you this? Have you gotten a second opinion? Have you had a mechanic look at it? Did they give you a reason why you failed? Asking a question that vauge is not going to get you any answers

Sounds about right. Not a muffler though unless it's bad

My brother has been a mechanic for 20+ years and he told me this, also the guy at the emissions place told me the same thing. I failed because my exhaust system was so rusted out and the emissions were so high. I need a flexpipe, catalytic converter, and a muffler. I have looked under my car and its pretty rusted out and has holes in it.

The sulfer in the cat goes bad, and if any air gets in it prior to getting there would give false readings.

Fix the flexpipe and any other leaks around the cat(s) and oxygen sensors, reset the computer, and have it retested. Cats can be pretty pricey and if you can avoid buying one it'll be better for you. Did you get a list of the codes that are stored?

My 85 failed smog... $225 later with a new cat I passed.

No rust out anywhere... just an old cat... second replacement since 85

Cat's can get pricey.... Seafoam it, reset the computer before going into the emissions place, and cross your fingers. With holes in your exhaust, you may just need to fix it.

For what it's worth, my wife had a 1990s Camry and it was really tough on mufflers.

Try to pay a little more and buy the catalytic converter from the dealership or junk yard.
Most aftermarket catalytic converters ie.... magnaflow/flowmaster are crap.
