Local auto parts stores have an oil disposal tank in the back for free. You just bring in your old oil.

Aside from the parts store, my experience has been just about any place that changes oil will gladly recycle your old oil free of charge. I THINK it's CA law that they have to take it, but I cannot confirm that. With so many shops that change oil, there's really no excuse to do something so lazy.

I have taken used oil to the quick lube place up the street and they let me pour it into their drain. No disposal fee.

Here is my engine compartment.. Pretty clean.. I use an engine foam then just wash it off and run the engine for a few minutes.. This was cleaned about 3 months ago....

I'm not sure, I rarely open the hood. I used to polish my Harley truck inside and out but I don't worry about as much on my Raptor. Anyhow, it's not that difficult, I used to use engine foam and even Armerall.

Mine are not show-car clean but reasonably clean. Two of my three cars are garaged so that helps.
